Transnational organized crime (TOC or transnational crime) is organized crime coordinated across national borders, involving groups or networks of individuals working in more than one country to plan and execute illegal business ventures. In order to achieve their goals, these criminal groups utilize systematic violence and corruption. The most commonly seen transnational organized crimes are money laundering; human smuggling; cyber crime; and trafficking of humans, drugs, weapons, endangered species, body parts, or nuclear material.
Transnational organized crime is widely opposed on the basis of a number of negative effects. It can undermine democracy, disrupt free markets, drain national assets, and inhibit the development of stable societies. In doing so, it has been argued, national and international criminal groups threaten the security of all nations. The victims of these transnational crime networks are governments that are unstable or not powerful enough to prevent them, with the networks conducting illegal activities that provide them with immeasurable profits. Transnational organized crimes interrupt peace and stability of nations worldwide, often using bribery, violence, or terror to meet their needs.

The United States has said it wants to permanently station an elite squad of marines in Andalusia to deal with crises in Africa but Spanish authorities are concerned about possible consequences.
Since 2013, the US has had a rolling annual deal with Spain which allows for Africa crisis troops to be stationed at the Morón de la Frontera air base near the city of Andalusia in Seville.
The hoped-for deal would see the US stationing up to 850 troops full-time at the Andalusian base as part of a rapid-response unit to deal with crises in Africa. That number would then rise to 3,000 as needed.
Spain is key to US military strategy in Europe and Africa with the Rota naval base in Andalusia part of the Nato defence shield.
